The plans will not be restored until September 20, because putting them at this time would not be fair to those who have already paid.
Also a warning, Vtubers nsfw5 is ready to be compiled for Gumroad, when this happens the corresponding posts will be archived, so if you want something, take the opportunity to download it.

Without having the whole picture and specifics of what you’re concerned about: PayPal can’t realistically hold the individual artist accountable for transactions being made through a well-established website’s purchase platform. They’d likely go after Pixiv first and then artists will see an increase in tax from Pixiv to offset the cost IF anything happens at all.
