Kaneki talking with Touka was about the perspective of ghouls. Humans always see ghouls only as monsters. He was refering to his own perspective, how as a human he couldnt even imagine ghouls have connections such as mother and a child

I always just assumed that Hinami's sense of smell was better than her moms, not that her mom wasn't a ghoul because she hadn't noticed as quickly as her daughter

So this is my first time watching it too. I think yall might have gotten a little lost in the sauce? Cause there was no indication that the mother DIDN'T recognize the scent, she just obviously didn't want her daughter going to it so she was playing it off - something must have happened to the father where she knew that if she smelled him it must be bait or some bad thing - maybe the father's dangerous too? idk. But like, yeah just seems like you got really hung up on the fact that she didn't go running excitedly with her daughter and assumed it was cause she didn't notice

Half-Human and Half-Ghoul are extremely rare. It was originally brought up because Kaneki (MC) is a One-eyed Ghoul. The Ghouls have a legend about a One-eyed Ghoul which is an Half-Half Ghoul born from the Union of a Human and Ghoul. Like Ron was saying, the union between Ghoul and Human is considered "impossible" because it's unlikely to have a couple, said couple is unlikely to even conceive and even if they do, it's also unlikely that the baby will be born alive. Or so the legend says. However, Hinami (The little girl) is a full Ghoul. You see that she has 2 Ghoul eyes when she feeds and of course, the episode confirms it even more since you see both parents are Ghouls. Side note, while I will always say that the Manga is superior to the anime. I would recommend that you do react to future seasons if you enjoy the show.
