There are many other characters with the same hairstyle and similar 'cool, dumb guy' personalities, like Dandy from Space Dandy, Onigawara from Mob Psycho 100, and Kuwabara from Yu Yu Hakusho (an earlier show, also from the creator of Hunter x Hunter). I'm not sure if it is meant as a specific reference to Jojo's or not. Some people on reddit say Togashi loves Jojo's and makes a ton of references to it throughout the HXH manga, but some others think Knuckle is more so just that standard trope of a character.

These two are still feeling these characters out and should learn about where they stand as the story unfolds. Plus, any mention of power scaling usually ends up spiraling out of control. My opinion, at least.
