Since Light already has a name and a face, he can kill L any time he wants. It's just that he doesn't because there could probably be a contingency that in the case that L dies, the case will be concluded as Light being the most probably suspect. I think Ron and Michelle are just having miscommunication lmao. She is definitely talking about the eyes, but in short, Light doesn't need the eye's powers to kill L at this point in time. It's just a matter of risk if he DOES kill L.

While Light is the King moving anywhere on the board one square at a time (getting info and seeing faces) Misa can be considered the queen in this game because she only needs a face to kill with her eyes.
