The concept probably gained fame through Blue Archive, but if you check on Pixiv, the earliest post dates back to 2008, suggesting it existed even earlier.
Based on that image, Mai Shiranui might have showcased her long breasts through her leaning-forward pose in the original sprite art. I remember the animation in KOF13 being discussed too.
There's no punchline, but while thinking about this image set, I created Kotone, who also has long breasts, though it wasn't highlighted in the previous image.

有名になったのは恐らくブルアカであろうが、pixivを見てみると最古は2008年の投稿が出てきたのでもっと前からあったのでしょう。
その画像から考えると、不知火舞は初期の頃から立ちのドット絵が前かがみなのでその長乳ぶりを発揮していたのかもしれない。KOF13のアニメーションも話題になっていたように思います。
特に何もオチは無いですが、このイメージセットを考えているときに一つ前の琴音さんが生まれました。前の画像ではそんなにアピールできませんでしたが、彼女も長乳です。
