The US government is shady as hell but their reasoning for their actions make sense. In the mid-80's, the Soviet Union had around 30,000 nuclear weapons and tensions were pretty high with the United States. Their fear of the USSR escalating the situation and doing something drastic would have been a warranted national security threat.
