Noise Compliant

So the two begin to passionately make love. Though it appears that someone filed a noise complaint.
Officer Zhu Yuan arrives at Random Play and finds Wise and Caesar going at it wildly.
Of course she ends up joining in. Though despite the noise getting louder another noise complaint never came. Wonder who could have made it ?
