The monologue from Jinwoo was his true feelings in the last moment before death...In this world, your ability/level determines your whole life...He's the weakest person in the world, his mom is in a coma and he can't help his mom/sister like he wants to. Jinwoo still had a positive outlook to life but as the selfishness of world is causing his death he is lashing out his frustrations and helplessness he feels but had bottled up in order to carry on.

She was getting her hunter abilities tested, so she's likely newly awakened as a hunter. 2) You mentioned a power cap for their abilities. Based on what they've explained thus far, it's not a cap. When you awaken as a hunter, you awaken with all the power you will ever have. You can wake up one day and be anywhere from E-rank Jinwoo (marginally faster and stronger than a normal person) to the S-ranks we saw (able to drop lightning on your enemies, heal people on the brink of death, or fist-fight massive monsters).
