A Heavenly Pact is applied at birth (or in the womb idk), and isn't exactly a deal between two people. It's more assigned by fate or something, therefore "Heavenly". The pact that Geto and Mahito have with Mechamaru/Kikuchi is a Binding vow, a contract made by two people.
