It wouldn't make sense for her to be about to fight them. It's heavily implied that she aims to turn herself in, because those are the vibes Vander was giving off. Grayson (the sensible enforcer) told him that she needed a name, someone the ppl topside could put the blame on and pin down, to put them at ease. Vander's not willing to give up his ppl ofc, so being the good guy and leader he is, he probably plans to turn himself in. Vi, looking up to Vander and learning from him about leadership, probably decided to do it herself. And she probably found the thing that Grayson gave Vander to reach her. That's my guess, and what most ppl guess. That seems to be what is being implied here.
