When a member of Spearhead is mortally wounded Shin shoots them in the head ending their pain but also ruining the brain so the Legion can not use it for their purposes. He shot Daiya to prevent then legion from using him. Shin's call name "Undertaker" has two purposes: one he ends the lives of his mortally wounded comrades ending their pain but also preserving the memory of them since they are not used by the legion. Two he keeps the memories (and the tags) of each fallen comrade, which he will carry with him until he himself meets his end. Shin carries an extremely heavy burden for his comrades. Then you add on how he hears ALL the voices ALL the time which adds to his burden.

For the safety of users (mostly handlers), too much information can damage the brain so the Para-RAID has the limitation that the users only share their hearing at the lowest level (enough to gather info). The other 86 cannot hear the voices of the black sheep but they can all hear it when they connect to Shin just like Lena does

So she is saying that if the processor having a mental breakdown because of Para-RAID, the most ideal way to learn why it happened is to have the processor send back and she can open up his brain and study it, like she wanted to do to Undertaker. But if the handler has the same issue, he would have the medical therapy treatment and would be put into a different position. It shows how Republic really not see 86 as humans and not care about their lives.
