When Inumaki is running in the earlier parts he's drinking from a little bottle that looks like medicine, which is probably something to help his throat stand up to the cursed energy, and from the description during the fight it sounds like the amount of cursed energy he has to use to affect the special-grade is way more than he's used to emitting. Inumaki did all he could, but it was basically a delaying action until the big guns showed up.
