whoever has the most votes at the end.
it's always whoever's at fourth place by the end (winning position may change depending on the amount of options the poll has, but it's usually fourth place).
side note: you have multiple votes. you can vote for multiple things, remove your votes, have stuff potentially move around. each and everyone of you can be a tiebreaker at any given point.
