Better Exceptions v2.0 RC3

Alright, yet another Release Candidate for Better Exceptions.
This should settle all stability issues, including one where a report could fail to generate depending on how quickly the game loaded.
Updates
- Fixed stability problems where a player's computer specs could determine whether the report would generate successfully. (caused by a race condition in code)
- Fixed an issue where patch day prompt would appear upon each household load during the first play session on a new patch. It will now only appear on the first household load.
- Added a new diagnostic section to the report that lists the parameters involved in the exception. The section is labeled as "Exception Attributes" and is mainly intended for helpers who may be assisting you with an exception.
- Improved package tracking yet again, by doing a more in-depth search of resource files.
- EDIT: This update also includes a change to animation errors. Instead of triggering a BE Report, they'll generate a notification. Most animation errors are ignorable but if you have one that keeps reoccurring, the notification has a button that will let you create a report anyway.
Please delete any and all copies of BE you have and install this new RC.

Installation:
To install, delete your existing BE mod and download the ts4script below.
Place it into your mods folder, do not open or unzip.
If you have trouble downloading, right-click the link and save as.
There may be small changes between now and public release so keep an eye out.

2021-01-31 22:00:32 +0000 UTCI just got stuck in a loop where BE was scanning, failed to create report and then scanning, failing. Until the entire game crashed... Newest version. I got an exception yesterday saying it was a 30% chance it was something with the TOOL mod.
