These law enforcement rules were written for the Stars of the Sea campaign, and were originally published in Quest Pack #3: The Mindspire District. To read more about the Stars of the Sea, check out the SotS campaign guide

This supplement introduces the Hollow Guard, a type of law enforcers with a distinctly fey flavour! When someone in their jurisdiction commits an offence, these metallic knights investigate, find those responsible, and determine the severity of their crimes by the amount of pain it has caused the victim. As punishment, the Hollow Guard then speak a verdict curse on the perpetrator that can only be lifted by making amends.

A verdict curse is tailor-made for each crime, and is usually designed to teach a moral lesson. For example, someone caught stealing may be cursed to have their pockets fill with an unending supply of useless trash, and someone who has swindled a merchant may be cursed to never be able to tell a lie.
