I think handphones started to become more common around the time I was in secondary school in my country, teachers know we have phones but they don't go out of their way to confiscate it during classes, but we're strictly not allowed to use them in school. This started to get more lax during my years in junior college (that's when iphone really started to take off), we're mostly allowed to use them in school as long as it's not for entertainment purposes during class time. During exams we're expected to put our phones away into our bag before we enter the exam hall, but if they find our phones in our pocket/the phone rings mid-test, we are basically force-ejected out of the hall so it's gg even for national GCE tests haha
