When Legolas mentions seeing shapes of men and horses in the mountain, it’s because his eyes can see into the unseen world. Someone else will explain this much better than me, but essentially there are two “planes” of existence here. The Mortal realm and the Unseen world. Elves exist in both and can see into both. Spirits and other things can be found/seen in the unseen world, which is why Legolas can see them.

One of my favorite aspects of this film is how they contrast Gollum and Frodo....the opening shows how Smeagol fell so quickly under the ring's influence when the ring was at its weakest and he quickly killed his family for the ring and fell into being Gollum....however, we then cut to Frodo who is still resisting the influence of the ring when it is as its strongest and is still concerned about Sam being able to eat....this is why Frodo has always been my favorite character, both in the books and in the films, Frodo is truly an innocent who just wants to live a good life with people he loves, but the burden of the world keeps battering him and he keeps resisting and being resilient, he is such a mild-mannered character, who is intelligent and tough when he needs to be but rarely raises his voice and routinely gives Sam his flowers for being brave and keeping him alive. Sady, we also see how he breaks and how the once innocent and soft-spoken hobbit who had dreams of adventures turns into a battered shell of himself....and can no longer live in the shire because it holds no safety or comfort for him anymore. Such an incredible and sad story arc, filled with selflessness and bravery. I think Elijah Wood's acting gets overlooked for more showy performances but it is what he does with his eyes and the tone of his voice that really shows the nuances of his descent into the ring's control.
