Well, somebody has to be last, I suppose...at least this time around I have an excuse to come back to some older ones that needed a polishing up, so to speak. 1889 11th February In the Japanese Empire, Emperor Meiji of Japan Promulgates the Constitution of Japan, Based largely on that of the United States and the German Empire. It Provides for a Form of Mixed and Constitutional Monarchy, Based Jointly on the German and British Models. In Theory, the Emperor, whose Power comes not from the People, but from the Mythic Sun Goddess, Amaterasu, is the Head of State, Government, and the Military, but in Reality, the Actual Head of Government is the Prime Minister, who will be Elected by a Privy Council, but might not Necessarily be chosen from the Elected Members of the Group. The Rights of Freedom of Speech, Press, Trial by a Judge, Assembly, Association, Religion, and Petition the Government are Guaranteed, however, the Government Reserves the Right to take them away if they Deem it Necessary for Security. The Imperial Diet is Divided into an Upper [House of Peers] and a Lower [House of Representatives] Chamber and Elections will be held every Four Years, with Suffrage only Extended to Men Aged over 25 and who have Lived in their Prefecture for One Year. However, the Emperor has the Power to Appoint Peers and to Dismiss the House of Representatives at Will. The Army and Navy, although De Jure Subordinate to the Cabinet and Diet, are De Facto Separate Branches, Answerable to the Emperor alone, with no Civilian Control and able to Act Independently in Matters of both War and Peace. 1909 In the Federal State of Austria-Hungary, an Austrian Engineer Named Franz Bauer Invents the First ever Communications Network between Computers. He goes through Several Name Proposals, Including “Information Mesh” and “Information Mine” before Finally Settling on “World Wide Web.” It Initially only Works in the Austro-Hungarian Capital of Vienna. 1914 In the United States, the very First Congress on the World Wide is held in , D.C., and will be held every Year afterwards. 1917 29th May In the United States, a Son, John, is Born in 83 Beals Street, Brookline, Massachusetts, to Joseph P. Kennedy, Sr., and his Wife, Rose, a Strict Roman Catholic. 1931 26th April In the Japanese Republic, the Government Sets up its Own Version of the World Wide Web, the Watatsumi, or Umi for Short, from the Japanese Word for ‘Sea.’ Umi is a Completely Free Network of Computers Operated by Hundreds of Thousands of Fiber Optic Cables Running through all their Japanese and with Plans to, Eventually, Integrate both Taiwan and the . 1933 5th January In the United States, Former President Calvin Coolidge Passes away at the Age of 60 in Northampton, Massachusetts, from Coronary Thrombosis. He will be Remembered by Future Historians as a Lawyer from New England, Born in Vermont [the only U.S. President to be Born on Independence Day] who Worked his way up the Ladder of Massachusetts State Politics, Eventually becoming Governor of Massachusetts. His Response to the Boston Police Strike in 1919 Thrust him into the National Spotlight and the very next Year he was Nominated by the Democratic Party for Vice ~ President of The United States of America, only to be Defeated by the Communist Party Candidate Eugene V. Debs and his Running Mate, . Four Years later in 1924, he Challenged an Ageing Debs for the Presidency and, this Time, Won a Decisive Victory, taking Majorities in both the Popular Vote and in the Electoral College, becoming President of The United States. As President, Coolidge Restored Public Confidence in the Presidential Palace after a Series of Political Scandals at the End of his Predecessor’s Administration, and left Office with Considerable Popularity. He Gained a Reputation as a small ~ Government and as a Man who said little and had a rather Dry Sense of Humor. Scholars will Generally Rank him in the lower Half of those Presidents that they have Assessed. Supporters of smaller Governments and Laissez ~ Faire Economics will Praise him while Supporters of an Active Centralised Government will Generally View him less Favourably although they will Praise his Staunch Support of Racial Equality. 1936 1st January In Nationalist Germany, a new Law comes into Force Forbidding Jews from Employing Women Aged under 35. 10,000 Women lose their Jobs as a Result. In the Kingdom of Great Britain, the Mosley Government Enters the New Year on a Wave of Popularity. The Unionists under Eden have never quite Managed to Recover from their Defeat of Four Years before, and Liberal-Conservative Politicians still Struggle to Reconcile their Vehement Opposition to “Mosleyism” with the Programme’s Evident Popularity in the Country at large. This Leads to Constant in ~ Fighting within the Unionist Ranks on a Wide Range of Issues, the Traditional on One side being Opposed by Veteran like Churchill and Young Modernisers such as Macmillan on the other. In any Event, the Dimly ~ Hoped for “Spring Miracle” that would bring down Mosley’s Government never Materialises and, in March, the Prime Minister goes to Buckingham Palace to ask the new King to Dissolve Parliament. In the Spanish Republic, it is not until Three Days later that Clear Fronts become Recognisable and the Situation Clarifies: the Rebels have Managed to Secure Morocco, the Balerics Except for Majorca, and a Strip of Territory in the Consisting of Galicia, León, and Parts of Western Castille, and a Handful of other Towns Scattered across the Country. The Government still Controls the Majority of the Mainland, however, and has the Advantage that the Rebel Areas are Isolated from each other by the Periphery. The Failure of the Rebels to Secure the Navy Further Adds to the Strategic Difficulties of Generals Mola and Sanjurjo.
