You see he's actually Naruto's personal summon, but he's still much too young to be usable in battle. I guess Naruto and the little frog both have a lot of growing up to do.

Iruka is really good compared to most of the village bcos he acknowledged Naruto even though the fox killed his parents, he could clearly see that Naruto had nothing to do with that. And Gaara's scar says "I smoked my own siblings, you think I won't smoke u? Peace&love✌️"
