When he said stronger than before, he meant Kid Buu got stronger during the episode from the start of the fight. Just as Fat Buu did vs. SSJ2 Vegeta & SSJ3 Goku

In the Anime he is not, but anime is just an adaptation of the Manga, Manga is the real deal. In the Anime the people can randomly change things however they like, but it still doesn't make it true, Manga is the real deal.

The form consumes energy rapidly and puts a strain on the body like the kaioken or the bulky third grade super saiyan that future Trunks utilized. Defeating an opponent requires more than just raw strength. One needs a perfect balance between power, speed, and stamina to win a fight.

His wild and uncontrollable nature coupled with infinite stamina and regeneration, makes him nigh unstoppable and immortal. He is only slightly weaker than Super Buu without absoptions, meaning Goku or Vegeta cannot beat him in a 1v1 fight.
