To be fair, 17 and 18 probably couldn't even run at all. Frieza also caught up to Vegeta easily when he was fighting Piccolo.

Not only her, all the original cast has the same trust in Goku. That's mostly why she doesn't want Gohan fighting and thinks Goku will find a way anyway.

For Cell to tank the blast he has to be that much stronger than Piccolo and 17 by a good amount. Yeah, they could've worked together, but due to plot induced stupidity, the twins had to be stupid. But, its not out of character for 17 to be arrogant. 18 is apparently in shock. But bro, 16 and Tien say this to them like a dozen times. Get out of here now! This is Toriyama's way of telling us we will be seeing Cell evolve no matter what! Cell doesn't have infinite stamina. He is bio-mechanical with regen, which has its limitations. Still, it would be a risk for the twins to fight him. One wrong move and he has them. However, Tien could've pulled that ace any time earlier in the Androids saga >_>
