Her feline features are consequence of a failed Animagic spell, cast by her mother while being pregnant. The process to become an Animagus is very dangerous and difficult to achieve, that's why it needs an authorization from the Ministry of Magic, which she didn't had.
After giving birth to Catra and discovering her mistake, she abandons her and vanishes, afraid of ending up in Azkaban. There is no information about who her father is.
Catra was raised by Shadow Weaver, along with Adora. Shadow Weaver adopted her thinking her backstory would give the child a great source of magic which she could leech. When Catra wasn't too interested in magic, or didn't show much skills on it, she lost interest in her, and raises her like if she was a common muggle. That's why both Catra and Shadow Weaver are very surprised when Catra receives the acceptance letter from Hogwarts.
Catra doesn't mind her looks, even if sometimes she gets bullied for them, that's why she never tried to reverse the spell. And she knows Adora is fond of her Cat features, but that's NOT that important, or so she says.
Her real human appearance can only be seen on mirrors or reflections.

It depends! If it's an analogic camera, it would show her human form (because it's a reflection) in a digitial camera it would show her cat form :D

Reflection Catra should have a yellow right eye and green left eye as opposed to Catra's normal left yellow and blue. I am curious as to why you decided to keep human Catra's heterochromia but changed her blue eye to green?
