The Japanese were already settling in Korea after the 1876 Treaty of Ganghwa, which gave them the right to live and trade in port cities like Busan and Incheon. That’s why you see Japanese civilians and soldiers around their presence was growing stronger every year. The Americans were also in Joseon, but in smaller numbers. The U.S. signed a treaty with Korea in 1882 and stationed some soldiers to protect their legation and interests. Sometimes, you even saw Japanese and American troops appear side by side (like on the train) , not because they were formally allied, but because both countries had treaties that allowed them to operate in Joseon. For someone like Aeshin, who lives in a very closed-off noble world, seeing Eugene as an American soldier is shocking enough. But seeing foreign troops freely moving on Korean soil (especially Americans and Japanese together) was even more puzzling , it shows how Joseon was slowly losing control to outside powers.
