Now my favorite DC villain is Joker, hands down, he is so chaotic yet so calculating and his ability to fuck with even the greatest characters is beyond insane. And the actor you were thinking of was Toby McGuire, who is also my favorite live action Spiderman, mostly for nostalgia but his trilogy really showcased his struggles with being Spiderman best IMO.
