How about a Koi Pokémon? Goldeen looks like one, but is the "Goldfish". Magikarp's Japanese name is Koiking, but is "The Fish". So there is no official Koi fish Pokémon. Perhaps Water/Fairy or Water/Normal (Bibarel is Normal/Water)?
