If it were canon I’d say Rhaenys, but I feel like in this timeline Aegon would be able to influence Viserys more than either Daemon or Otto were able to in canon. At least I get the vibe the Viserys trust Aegon way more than he did Daemon in canon.

On the one hand, Viserys is too easily manipulated, and even though he knows he's making mistakes, he refuses to back down, which is a problem. On the other hand, Rhaenys is married to Corilys, whom I don't trust at all, since he's also very ambitious. However, in my opinion, the kingdom needs several things: strength, stability, a firm hand, and a vision for the future. In this case, Rhaenys wins by a long shot over Viserys.
