As Sam pointed out, the plasma rifle looked like a copy of a standard British army rifle.
It was already mentioned how Harry used British military assets like tanks, heavy vehicles, and weapon systems to build up Elysium's military equipment rapidly. Since the British Muggle government is still under the full control of the Ministry, Harry pretty much stole their military platforms and modified them to suit Elysium's needs.
Also, there is no logical reason to abandon the magazine design. Magazines are designed specifically for faster replacement and to hold more rounds. The magazine can host a power core of a plasma rifle. There is no indication that it cannot be used with a plasma rifle.
Besides, why change the basic design when the supply chains guarantee a faster replacement because of a steady supply of spare parts?

I don't see any reason why a "plasma rifle" would have a magazine of this shape and size. Submachine guns and assault rifles have it because of the shape, size and number of rounds. (Plus some practical little things...) I assure you that soldiers would prefer a magazine that was less protruding and more compact. So unless it's some kind of dummy to confuse the enemy -or an unverified ally- then such a weapon is stupid.
