i agree what you're saying about Nobara & how useless she was here, but unfortunately the reality is her power level is just so low compared to the rest of the BIG DOGS in Shibuya. Shibuya is my favorite arc because it really goes to show the scale and power level of every sorcerer & Gege does a good job at showing that off.
