They use their paws for scavenging, swimming, and cuddling so they don't float away from one another in the night. Both humans and other mermaids find them off putting and unsettling.
However, Jareth has made good friend with William the Siren. Sirens will often befriend otter mermaids, the otter often believing they are mates. Thus, the otter will bring the siren pearls and jewels in hopes to court them.
The otters get a mate, and the sirens get jewels.
