There are different tempers to each zombie depending on how the virus affected them. Some run at full speed in thirst for human, and some will stand still for days with no movement.
Rory would be completely brain dead, and would only make half assed occasional attempts to get the boys. So they stick him in a muzzle and keep him around to ward off other travellers.
