Super Saiyan 13 is actually the first stage of 14, but the two count as separate levels. At the edge of normal mortal ascension, SSJ13 actually sees an initial decrease in power from the previous, much more alien SSJ12, however don't let this fool you. 13 grows constantly in battle, the slightest injury has the same effect as a zenkai boast, and the form's stamina is nearly unlimited. However the drawback is eventually the longer the fight, the harder it is to control the power, and the Saiyan may start blasting things with ever increasing power without intending to. Buildings, planets, loved ones, power has its price.

Drawing out the spiritual energy of the user and the user's latent potential along with enhancing natural Saiyan abilities like the Zenkai boast and growing strength in battle, the form may seem like only a slight upgrade at first, but it can quickly grow into a huge problem for any enemy, making it in fact far deadlier than any previous mortal SSJ form.
