I think Michael was trying to do an impression of Edward G. Robinson, a great actor from the golden age of Hollywood. Famous for playing gangsters and tough guy/hard nosed investigators. He also played professional poker player Lancey "The Man" Howard in the Steve McQueen movie The Cincinnati Kid

The best part is that Brian Baumgartner, the actor who plays "Kevin Malone", does not actually sound like that in real life. It is a similar phenomenon to the likes of Brad Garrett as "Robert Barone" in 𝘌𝘷𝘦𝘳𝘺𝘣𝘰𝘥𝘺 𝘓𝘰𝘷𝘦𝘴 𝘙𝘢𝘺𝘮𝘰𝘯𝘥.
Perhaps another even more impressive example would be Stephanie Beatriz as "Rosalita 'Rosa' Diaz" in 𝘉𝘳𝘰𝘰𝘬𝘭𝘺𝘯 𝘕𝘪𝘯𝘦-𝘕𝘪𝘯𝘦, especially since Stephanie really has a high-pitched, sweet, soft sounding voice. Yet, despite that fact, she managed to provide tough, rough, badass "Rosa" with her signature vocal tone, which sounds low, deep and harsh.
The other funny thing is that each of the two latter actors discussed as comparisons coincidentally both happen to share the parallel of having portrayed characters on those shows who chose to be NYPD police officers as their respective, collective, professional occupations.
