The premise of the show is that camera crews are filming (including the use of overhead boom mics and even parabolic mics to capture sound from far away) to record daily footage for a to-be-released documentary entitled 'The Office: An American Workplace'.
Said documentary crew(s) usually remain off-screen, even when prompting workers for their opined perceptions / perspectives via narrative "Talking Head" interview segments, which are inserted at relevant points during the overall story arc of any particular day in the life at the office building (and beyond).
Throughout the entire series, little hints are gradually revealed about this. For instance, employees may be shown wired up for sound, such as wearing concealed lapel mics, as well as other connected audio devices tucked in their suit jacket pockets, etc.
Apparently everyone has previously signed on for the project via some sort of waiver / contract, which allows themselves to be followed around essentially everywhere.
This applies even at other venues outside of various depicted Dunder-Mifflin branches located throughout the Northeast region in several cities and states, such as often referenced Stamford, Connecticut.
Soon, during an upcoming Season 2 episode, y'all will also learn about the lore of a situation that occurred involving a certain former Scranton branch employee named Tom in the recent past.
Obviously, I will not spoil anything by saying what exactly happened regarding his departure. In fact, when he is briefly brought up, the reference to him seems like an unimportant plot point mentioned in passing.
However, according to the actual show creators — sometime after the 9-season series had already wrapped — this aforementioned fictional incident involving Tom was supposedly the cannon reason behind why the scripted documentary maker(s) became interested in featuring Dunder-Mifflin (specifically focusing on the Scranton, PA branch) in the first place.
Although, that explanation was never really revealed within the show itself. So, who knows, perhaps this was just lip service provided to rabid, inquisitively inquiring fans by the show runners at some point after the fact.
Then again, looking back as a repeated binge viewer, it does track as something that makes sense regarding why camera crews along with audio technicians would always be present around the clock.
After all, why else would some random, otherwise uninteresting paper company and its employees be selected for such an endeavor?
Clearly, something would have had to be attractive enough to entice and beckon attention of outside professionals for the purposes of constantly covering these employees' everyday lives, whether or not within their collectively, respectively shared workplace / workspace.

When Michael walked in holding up his duffel bag as an encouragement for others who he wanted to SIGNAL back by holding up their own duffel bags — excluding Dwight, who of course still followed suit in holding his up anyway, so as to fit in with the rest — Michael actually said "Secret SIGN", not "Secret Santa". However, coincidentally enough, the concept of "Secret Santa" does eventually come into play in a humorous way down the road, during the Season 2 Christmas episode.

IAsia and BJ . t's a 'mockumentary' (a mock documentary)... a genre that first was introduced in the movie This is Spial Tap. So it's in the form of a news crew making a documentary about the office. Examples are Parks and Rec, Borat, Brookland 911, Modern Family etc also follows this format
