His name was Donnie Andrews. Also the character McNulty, is loosely based on series co-writer, Ed Burns, who was a Baltimore detective for homocide and narcotics as well as a public school teacher. Lastly, series creator and head writer, David Simon, was a journalist for the Baltimore Sun.

After all, they certainly weren't sitting on that bench with any (wireless) fax machines present.
