The guy at the end that was offering Becky a cigarette is the same guy from the very first scene that kills the other woman on top of the roof. He's a hired gun. The girl in the very first scene hired him to kill her, presumably so she could go out on her own terms instead of on those of the people that were after her, whoever that might have been. That's why he said the line about cashing her check. So, yes, we can presume that the girls hired him to take out Becky.
