Yes, Wanda did have her magic as a child. Thats why the bomb in their house didn't go off. She used a probability hex like Agatha said. So she has always had powers, but no one knew. Then the Mind Stone amplified her, making her one of the strongest characters. And that's her title. The Scarlet Witch.
