Chiyo's puppets and Sasori's first puppets, like the mother and father puppets, the puppets that Kankuro now uses like Black Ant, Slamander etc. are just normal puppets. They're not puppets made from human beings. Sasori started making puppets from human beings later in life, especially after leaving the Sand village 20 years ago.
