Yeah exactly, so it's not really a surprise he would choose the path that would have the least amount of casualties if possible, if someone says he should know better or are confused by it then they don't understand his character in my opinion.

I mean, if anyone has noticed to this point, Oden is pretty naive just like Luffy (I could definitely see Luffy doing the same thing if he thought it would help). Spending years in a world around other pirates who probably kept their word all the time when they said they would do something probably contributed to his decision. He felt if they said they would do something, then they would honor it. But we all know Orochi in particular is a scumbag, and Kaido isn't there to make friends with the people of Wano lol he's there to conquer.

Odens decision was definitely a fumble. Regardless of him choosing the peaceful option all those citizens still ended up enslaved or starving. He had too much faith in the honor Orochi/Kaido had and should’ve started catching bodies soon as he got back.
