Most likely, the Imgchest was down when you tried to access it. It happens sometimes, but I noticed they fix their stuff pretty quicky for a totally free Image hosting site. Even Imgur, back when everyone used it, could stay down for like 2-3 hours about once or twice a week and it is only the times when I noticed it.
