She was working for S.H.U.S.H., the secret peacekeeping organization fighting against F.O.W.L. Also, we saw at the end of "Moonvasion" what the Funzo's guy looked like under the costume and some other F.O.W.L. members.

In the original (and all previous media featuring them), all the triplets were members, and the other members of the Woodchucks were basically there to give them normal children to interact with when the plot demanded. In the comics, the Junior Woodchucks were often portrayed as more like a paramilitary organization and/or secret society than a children's scouting organization- less the Boy Scouts and more the Soviet Young Pioneers, or the Hitler Youth if it wasn't, you know, evil. The limit of one promotion to Senior Woodchuck at a time and competition between multiple candidates could be argued to be a nod to that history. The Tittertwill Bird of Knowledge is cute, musical, and annoying, so naturally, Dewey loves it. I can't say I entirely blame Huey here. The contest was already fucking with his mental state, and as Violet herself notes, her spending the day insulting him on Lena's advice isn't helping. Beakley wasn't a member of FOWL, she was a member of SHUSH, the spy organization working against FOWL.
