He engineered a crisis on his home planet of Naboo of which he was senator to, to wiggle his way into becoming the leader of the republic, replacing Chancellor Valorum. Which was the first major step of his long term plan to have full tyrannical control of the galaxy. That is why he had Padme call for a vote of no confidence in Chancellor Vallorum and she fell for it. The reason why Palpatine says "we will watch your career with great interests" to Anakin is because he knows and/or senses through the force he is the chosen one and that he will be very powerful and Palpatine seeks to groom Anakin to prepare him to be his apprentice one day even from this point in time.
