I think Zaheer is so good with airbending is because he's study the Airbending culture so much and he was already a pretty lethal martial artist before he had bending because of his prison. There's also the possibility that maybe he memorized the practice forms for airbending since their plan was to train Korra if they successively kidnapped her in all the elements even tho at that time there wasn't any airbenders besides Tenzin and his kids.
