In episode 3, to clarify, they didn't bug her house. Landlines all run through a switchboard at the time. So someone physically connects your calls. As you saw the Lab people are tapping into the lines and listening into all the conversations in case someone says something that is of interest to them. Last season the Lab people put a bug in Hooper's trailer. A bug is useful when you want to record conversations that aren't on the phone. On a side note, since expansions of the Patriot Act during the Obama Administration, the NSA records all phone conversations but are required to have court orders in order to pull up recordings of certain people such as citizens.
