Correct, klaus killing Katie wasnt part of the plan he told Rebekah but was part of his primary plan the whole time, His primary goal was to gain marcels trust definitively, which he gained by saving marcel, reason why Rebekah was mad was because she tired of klaus putting his family 2nd next to his primary selfish motives, klaus saving marcel was a gamble and didn’t guarantee him returning Elijah, luckily it worked but she just doesn’t like instead of going with the safe option of just letting Katie do what she was doing so Sophie could have enough time to track down Elijah but instead throwing that away and gambling saving marcel and risking marcel not returning Elijah out of gratefulness

That was the plan they made, and by Klaus killing Katie, he didn’t hold up his end of the bargain. I think that’s why Rebekah was so angry, even though she was getting Elijah back. I think behind Elijah, Rebekah would be the most honorable with keeping her word, and with this she wasn’t able to do so.
