I don't think Dabi was hesitating, I think he was just severely weakened and was buying time for himself to recharge. We could see his body smoking up like the time he was fighting against the ice villian from the Meta Liberation Army. That guy said that he could tell Dabi was weakened and that his body smelled like it was burning. I think that's what was happening here.

As far as I'm aware, he could have saved himself, but he knew how incredibly important Erasure is in the fight against Shigaraki, so he decided it was more important for Aizawa to survive than him, that's why he saved him aaaand apparently I accidentally switched to the next reaction, whoops, so I'll edit my comment later, I'm just afraid that I'll fall asleep and then my comment is gone, so I'll hit send for now 😅😅🤣🤣
