Cigarette taxes are regressive but the premise is that the tax disincentivises people from being entangled by addiction which has all kinds of other costs (not just the product but also health) all to enrich big corporations. Perhaps it has diminishing returns but imagine the effect of a "sale" from any government announcing a price cut. If it worked well it wouldn't raise much money at all - so agree with Tom that no government programs should depend on it. IIRC the Greens were helpful when Gillard passed plain packaging laws and are generally supportive of other measures to discouage smoking. Public health is very progressive as a principle - even though it will find itself in tension with other progressive principles, that shouldn't be forgotten.
