I thought about the "Popeye" comparison as well. Arms like that wold be great for any exercise based on pulling, climbing, rowing, etc. What about combining the "ratios" idea with an idea you mentioned earlier: mass redistribution. I wonder if the mass and ratio of a given body zone can be allocated independently? In any case, they wouldn't be capable of going amorphous. Basic skeletal structure would be fixed other than ratios, and mass can be shifted, not gained/lost. Well, unless they hit the gym. Hmm. I think this sounds like a subtype or mutation, rather than a totally new Infected, but I'm not sure what the original type would be. EDIT: On further reflection, I'm not certain my idea actually fits the illustration as well as I thought. He's generally got plenty of mass, just not the usual arm/leg to torso ratio.

Maybe increasing the size of the calves so that it could be tageting these muscle giving them insane jumping power/height and extrem lifting strenght. They seem to be more focuse in liftingn weight. So the personailty traits could be revolve around it that they like to show off their big guns. Displaying their strenght to uninfected, trying to seduce them that way. They could also have height aggression loving to fight big infected like the Atlas and getting off by over power said infect, which make them for most infected something like a bully which they try to avoide. Uninfected are safe from them since they offer no challenge to them and are more for showing of and getting praise by them. It happened even sometime that if a infected catch a uninfect that this fella appear fighting off the one who wanted to infected the uninfected.
