You must complete the quest "The Apprentice" in chapter 1. In chapter 2 or later, you'll receive a letter from the academy (Either Eloise or Charles recommended you). After you read the letter, you can go to the academy (it's in the noble district), and talk to the girl at the front desk to figure out what to do for the entry exam.
