I think some sort of ultimate kiss move where it's very easy to dodge but if you don't it will deal alot of damage. also the aforementioned counter move and a stun.

Or if you want more moves that Cuddles could do you could have an attack where she flashes her breasts at Harle which sends him into an addled and staggering state, kind of similar to the effect Masked Muscle puts the player under when he spits in your eyes in Super Punch Out. I think some more fake outs and trickier moves might also work! Maybe a feint where it looks like Cuddles is preparing for a kiss thrust but stops halfway through for a hug or a kissy slam. I've suggested this before but some art or the option of Harle getting along with Cuddles and enjoying himself with her sounds like the most wholesome thing forever! Tie that bunny down to the bed and let Cuddles go to town on those sweet lips!
