Every part of the hotel is heated to some degree. If it was not the pipes would freeze. The manager talked about this in his speech to Wendy when he told her to use the boilers heat different parts of the hotel on a rotating basis. The heat is rotated every day so that no part gets too cold. But you are not using all the boilers to heat the entire hotel at once. The more unused parts may get chilly, but never cold enough to see your breath.
